Question : INFORMATION REGARDING TRAIN ACCIDENTS



(a) whether the Railway Board was reported about only 3157 accidents out of the total 14,000 accidents by the Zonal railways during 1993-94 to 1997-98 and further the Board had quoted only 2187 accidents in its Annual Report of Safety Performance, Appendix-I, presented in the House;

(b) if so, the reasons therefor; and

(c) the action taken by the Government against the officials responsible for misinforming the House?

(a) No, Sir. During the period 1993-94 to 1997-98 only 2196 consequential train accidents were reported on Indian Railways including Konkan Railway as mentioned in the Annual Report of Safety Performance.

(b) The accidents statistics as reported in the Annual Report of Safety Performance pertains to consequential train accidents only and does not include ‘Miscellaneous Accidents’ like yard derailments etc.

The consequential train accidents include collision, derailment, level crossing accidents and fire in train. These accidents may have serious repercussion in terms of casualty or/and loss to property. As per definition of accident even cattle run over cases and engine failures are termed as accidents. Various types of accidents are reported to different levels depending upon their seriousness. Yard derailments etc. are reported only up to the level of divisions. Smaller accidents not having serious repercussion are reported to the level of Zonal Railways. The level upto which an accident is reported depends on the nature and seriousness of the accident. Each and every accident, whatever its nature, is followed up at the appropriate level as per well-laid instructions in this regard.
