Question : Teachers in Kendriya Vidyalayas

(a) whether it is a fact that a large number of vacancies of teachers are lying
vacant in Kendriya Vidyalayas in the country;
(b) if so, whether it is not affecting the studies of the students and if so, the details
thereof;
(c) whether the Government is aware that the standard of teachers is continuously
declining and if so, the details thereof along with the steps taken /proposed to be
taken by the Government to attract experienced and qualified human resources in
education sector;
(d) whether the Government proposes to formulate any criteria for implementing
uniform educational system and bringing uniformity in qualifications of teachers in all
the States including Uttar Pradesh and if so, the details thereof;
(e) whether it is a fact that the teaching staff in Kendriya Vidyalayas in the country
are forced to work away from their hometowns and if so, the details thereof; and
(f) whether it is also a fact that a number of transfer requests of teachers are
pending with the Government and if so, whether the Government proposes any
mechanism so that most of the teachers of Kendriya Vidyalayas can work in their
hometown or nearby areas, especially female teachers?

(a) As on 1st July 2016, 9895 teaching posts (including Principal and Vice-
Principal) are lying vacant in the Kendriya Vidyalayas (KVs).
(b) Filling up of vacancies is a continuous process and action is taken from time to
time as per the provisions of the Recruitment Rules for each category of posts.
Teachers are also engaged on contractual basis for temporary duration by the
respective KVs as per the policy of Kendriya Vidyalaya Sangathan (KVS) so that the
studies do not suffer.
(c) KVS has informed that analysis of the performance of the students in the Board
examinations and the internal examinations at school level does not indicate any
decline in the standard of the teachers of KVS.
(d) National Council for Teacher Education (NCTE) has laid down the minimum
qualification for a person to be eligible to become a teacher and the States/UTs have
to comply with these qualifications.
(e) & (f): The teaching staff of KVS have All India service liability and their postings
and transfers are decided keeping in view the functional requirements of various KVs
as also the provisions of the transfer policy in vogue. The requests of teachers for
transfer are also processed using a software programme to ensure full transparency
and fairness. The Government does not have any role in the transfer process of
teachers of KVs.
