(a) the funds allocated, disbursed and utilized for the welfare of orthopaedically handicapped, deaf and dumb, blind and mentally retarded persons in the country during the last three years, State-wise;
(b) whether the Government have any proposal to start more training and educational institutes, research centers to provide training, education and employment for these deprived people; and
(c) if so, the details thereof?

(a) The assistance released to different to voluntary organizations in different states under the Scheme to Promote Voluntary Action for persons with disabilities and Scheme of Assistance to Disabled Persons for Purchase/fitting of Aids and Appliances during 3 years is annexed.
(b) & (c) National Institutes have been set up as apex level institutions to promote manpower development through training courses, both short term and long term, in their respective specialized areas. These institutes are also engaged in research activities in different areas of disability and as a part of socio economic rehabilitation programme provide vocational training, rehabilitative and therapeutic services and help to reach the unreached. The process of consolidation and expansion of these services is continuous and need based.
