Question : Programme for International Students Assessment

(a) whether India has decided to participate in Programme for International Students Assessment (PISA), 2021 and if so, the details thereof;
(b) whether the Government has conducted any field trial for the same and if so, the details thereof;
(c) the details of schools across the country from which are likely to represent the country in the PISA, 2021;
(d) whether the Government has conducted tests like the programme for PISA which evaluates school students scholastic performance in Math, science and reading and if so, the details thereof; and
(e) whether the Government has also sent a team to Paris to understand the whole examination process of PISA and if so, the details thereof?

(a) & (b) The Government of India has decided to participate in the Programme for International Students Assessment (PISA) 2021 to be conducted by the Organization for Economic Cooperation and Development (OECD). Due to Covid-19 pandemic, PISA Main Survey (MS) stands postponed by one year to 2022 with a Field Trial (FT) in 2021, by OECD.


(c) The schools in Union Territory of Chandigarh, as well as the Kendriya Vidyalaya (KVs) and Navodaya Vidyalaya (NVs) school systems would participate in the PISA 2022 exercise.
(d) India has developed its own student assessment system called the National Achievement Survey (NAS), which is independently conducted by NCERT across the country. The NAS 2017 was conducted on 13th November, 2017 through which the learning levels of around 22 lakh students of Classes III, V and VIII from 1.10 lakh schools across 701 districts in all 36 States and UTs were assessed. This competency based assessment was based on the Learning Outcomes developed by the National Council of Educational Research and Training (NCERT) for all subjects from Grades I to VIII. The Students of Classes III and V are assessed on Reading Comprehension, Mathematics and Environmental Studies and Class VIII students are assessed on Language, Maths, Science and Social Science.
Similarly, National Achievement Survey for Class X was also conducted throughout the country on February 05, 2018 in government, government aided and private schools. The learning levels of 1.5 million students in 44,304 schools across 610 districts in 34 States and UTs were assessed, in 5 subject areas of English, Mathematics, Science, Social Science and Modern Indian Language (MIL).
(e) A delegation visited the OECD, Paris to participate in an Orientation Programme on PISA held during October 8-9, 2018 which included discussions on the overall PISA design, the PISA for schools as a capacity building exercise, contextualisation of test items and different questionnaires etc.
