Question : Hydro Power Project in Assam-Arunachal Pradesh

(a) the details of hydro power projects in the country and the quantum of power produced by these projects during the last three years, State-wise;

(b) the details of the hydro power projects including lower subansiri hydro power project being constructed by National Hydro Electric Power Corporation (NHPC), along the Assam- Arunachal Pradesh border;

(c) whether the construction of the lower subansiri hydro power project has been delayed resulting in huge cost overruns; and

(d) if so, the details thereof and the steps taken for timely completion of the project?

(a) : Presently, one hundred eighty one (181) hydro power projects (above 25 MW capacity) with an aggregate installed capacity of 44413.42 MW are in operation in the Country. The state-wise details of these Hydro Electric Stations along with power being generated by each of the hydel power projects during the last three years is given at Annexure-I.

(b) to (d) : Presently, only one project is being constructed by NHPC Ltd., along the Assam-Arunachal Pradesh border, which is Lower Subansiri HEP (2000 MW). CCEA approval for implementation of the project was accorded on 9.9.2003 at sanctioned cost of Rs. 6285.33 crore (at Dec.,2002 PL) with completion period of seven years. Construction of the project started in January, 2005 and about 55% of works have been completed. Presently, works of the project are stalled due to agitation by various groups of Assam since December, 2011. There is also a stay by National Green Tribunal (NGT), Kolkata vide order dated 11.12.2015 on construction activities. The anticipated cost of the Project is now Rs. 17435.15 crore (at Feb. 2016 PL) resulting in current cost overrun of Rs. 11149.82 crore. The steps taken for timely completion of the Project is given at Annexure-II.
