Question : Outreach of Social Security Schemes

(a) whether the benefits of most of the rural development schemes are not reaching the intended beneficiaries due in lack of proper skill related planning at rural or grassroot level and if so, the details thereof;

(b) whether the Government proposes to take the services of skilled youths to innovate and improve its social security schemes to tackle this issue;

(c) if so, the details of the strategy formulated by the Government in this regard;

(d) whether some states have already launched such schemes; and

(e) if so, the steps taken/being taken by the Government to improve the social security schemes especially in remote, rural and hilly areas of the country?

(a) to (e): The Government is undertaking two skill development initiatives under National Rural Livelihood Mission (NRLM) namely Deen Dayal Upadhyaya Grameen Kaushalya Yojana(DDU-GKY) for regular wage employment and skill development through Rural Self Employment and Training Institutes (RSETI) for both self and wage employment.

Both these schemes are for skilling/upgradation of skills of rural poor youth to make employable leading to their economic and social development. The number of candidates trained and placed in jobs/settled during the last three years and current year under DDU-GKY and RSETI is given below:

Social Security Schemes of Ministry of Rural Development are implemented through State/UTs. Identification of beneficiaries, sanction and disbursement of benefit is done by the State/UTs. For doorstep delivery of the assistance to the beneficiaries, some States have adopted an innovative procedure to involve Banks Sakhis/Banking Correspondents.
