Question : National Highway Projects lagging behind in Target

(a) whether the Government is having any roadmap to set targets of awarding 20,000 km. of National Highways and constructing a total of 16420 km. in 2018-19, if so, the details thereof;

(b) whether the Ministry of Road Transport and Highways is lagging behind in its ambitious target both in awarding and construction of national highway projects;

(c) if so, the details of the achievements made in the awarding of the national highway project and construction targets achieved during the past four years;

(d) the fresh initiatives taken by the Government to achieve the target to build more than 45 km. of roads per day;

(e) whether there is any monitoring group in each National Highways Authority (NHA), if so, the details thereof; and

(f) the details of action plan of the Union Government to achieve the targets in the construction of national highways within the stipulated period of time?

(a) to (c) Ministry has set the overall target of 15000 Km for awarding of work & 10000 km for construction/development of National Highways (NHs) against which Ministry has achieved 892 km in award of works and 2345 km in construction of NHs during the current financial year 2018-19. The details of achievements during the last four years are given at Annexure-I.

(d) to (f) Projects are implemented through the Project Implementation Units (PIUs) / State PWDs and they are supervised/monitored through the Supervision Consultants/Independent Engineers, Ministry/NHAI/NHIDCL/State PWDs’ officials who are engaged in each of the projects. The steps which have been taken by Ministry for early completion of projects are given at Annexure-II. In order to ensure timely completion of the projects, regular meetings are held with project developers, State Governments and contractors.
