Question : Telecom and Internet Services

(a) whether the Government has implemented a new tele-communications policy to provide telecom and internet services in each village across the country;

(b) if so, the details thereof;

(c) whether there is scarcity of mobile towers in the rural areas and private operators are less interested in expanding their services in such areas and BSNL does not have sufficient funds to develop mobile infrastructure and install towers;

(d) if so, the details thereof along with the number of mobile towers installed in
various States separately in rural and urban areas, operator and State-wise; and

(e) the corrective steps taken/being taken by the Government to boost installation of more mobile towers in the rural areas to improve telecom connectivity, State-wise including Maharashtra, Rajasthan and Gujarat?

(a) & (b) The National Telecom Policy has set the objectives of increasing rural tele-density to 70 percent by 2017 and 100 percent by the year 2020 and providing 175 million broadband connection by 2017 and 600 million by 2020. The current level of rural and urban tele-density in the country is 49.82 and 152.57 respectively and the number of broadband subscriber is 136.53 million (as on 31.12.2015). The State-wise details are at Annexure I.



(c) to (e) Details of number of towers in rural and urban areas are not being maintained separately by the Department of Telecommunication. However, the details of total number of Base Transceiver Station (BTS) as on 31.01.2016, License Service Area (LSA) -wise and operator-wise are at Annexure-II and Annexure-III.

It is estimated that there are 55,669 villages in the country that do not have mobile coverage. State-wise details are at Annexure-IV. Mobile coverage to these balance uncovered villages has been planned to be provided in a phased manner, subject to availability of financial resources.

Various Schemes are being implemented/ planned with financial support from Universal Service Obligation Fund (USOF) for expansion of mobile services in rural and remote areas. Details of such schemes are as below:

(i) 7,317 Mobile towers have been installed with the financial support from Universal Service Obligation Fund (USOF) under the Shared Mobile Infrastructure Scheme in villages or cluster of villages having population of 2000 or more and not having mobile coverage. State-wise details are enclosed as Annexure-V. The infrastructure so created is capable of being shared by three service providers for provision of mobile services. The scheme was implemented during the period from June, 2007 to November, 2013.

(ii) 2199 mobile towers are being set up in Left Wing Extremism (LWE) affected States with a total estimated cost of Rs.3567.58 crore. The project is being executed by BSNL. State-wise details are enclosed as Annexure-VI. 1517 sites are radiating as on 29.02.2016.

(iii) On 10.09.2014, the Government approved a proposal to implement a Comprehensive Telecom Development Plan for the North-Eastern Region (NER). The Project envisages to provide mobile coverage to 8621 identified uncovered villages by installation of about 6673 mobile towers, installation of 321 mobile tower sites along National Highways and strengthening of transmission network in the NER. The estimated cost of implementation is Rs. 5336.18 crore. The Project would be funded from Universal Service Obligation Fund (USOF). State-wise details are enclosed as Annexure-VII.
