Question : Use of old vehicles

(a) whether the Government is considering to allow the use of 15 years old vehicles after upgradation;
(b) if so, the details and the objectives thereof;
(c) whether it is true that dismantling of older vehicles has become a big challenging issue in the country; and
(d) if so, the remedial measures taken/being taken by the Government?

(a) and (b) Certificate of Registration of motor vehicle is renewable under the Motor Vehicles Act,1988 after 15 years subject to fitness of the vehicle. Government has also issued notification GSR 177(E) dated 12.03.2021 which provides that the Certificate of Registration, for certain category of vehicles, shall not be renewed after lapse of fifteen years.
(c) Yes, Sir.
(d) The Government has issued GSR notification 190(E) dated 15.03.2021 that provides for Motor Vehicles (Registration and Functions of Vehicle Scrapping Facility) Rules, 2021 for setting up, authorization and operation of Registered Vehicles Scrapping Facility (RVSF). It would help in creation of an ecosystem for phasing out of unfit and polluting vehicles.
