Question : Disbursal of PM-KISAN Scheme Funds

(a): the details of funds disbursed to registered farmers till date under PM-KISAN Scheme, State-wise and district-wise along with the numbers of such farmers;

(b): the details of the number of small, marginal, medium and large-scale land holding farmers, who are registered beneficiaries of the sanctioned amounts under the PM-KISAN Scheme in Tamil Nadu, district-wise;

(c): the details of the mechanism for the selection of beneficiaries and monitoring of implementation;

(d): the details of the steps taken to monitor if the beneficiary is eligible and if the scheme can be monitored by DISHA committees;

(e): whether the Government is aware of the allegations of wrongful selection of beneficiaries in Tamil Nadu; and

(f): whether the Government has taken steps to ensure that the right beneficiaries are selected and if so, the details thereof?

(a) & (b): Under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) Scheme, all landholding small, marginal, and other farmers are eligible for benefits under the Scheme, subject to certain exclusion criteria relating to higher income strata.

Every beneficiary gets Rs.2000/- every 4 months. The details of beneficiaries who have got the benefit so far State-wise and district-wise is enclosed at Annexure-I.
As on 18-09-2020, 10.217crore beneficiaries have derived benefits in the country.
(c) & (d): The responsibility of identification of the beneficiaries lies entirely with the States /UT Governments, as per the provision of the Scheme. The financial benefits are transferred to the bank accounts of the identified beneficiaries as and when their correct and verified data is uploaded by the concerned States / UTs on PM-Kisan web-portal. The data of beneficiaries so uploaded by them undergoes a multi-level verification and validation by various concerned agencies, including the banks, and only then the amount is released into the bank accounts of the beneficiaries.
The data of beneficiaries is verified at the time of release of every instalment to exclude any errors or changes in the status of eligibility of beneficiaries. Further as per the Operational Guidelines verification of 5% of beneficiaries on random basis is carried out every year to ensure the genuineness of the beneficiaries. There is no provision for monitoring of the Scheme under DISHA.
(e) & (f): Reports of wrongful selection of beneficiaries in Tamil Nadu and corrective action taken thereon by the State Government were received. As selection/identification of beneficiaries is the responsibility of State Government alone, the Government of Tamil Nadu has already taken the required corrective and punitive action in the matter.
The structure of the Scheme inherently comprises of mechanism as stated above for exclusion of errors on the basis of continuous verification and validation of data of beneficiaries by various authorities.
