Question : Projects under Central Schemes

(a) the details of projects which have been sanctioned under various rural development schemes for Uttar Pradesh particularly for Jaunpur and which are yet to be completed;

(b) the reasons for delay in completion of such projects; and

(c) the time by which the said projects are likely to be completed?

(a) to (c): The Ministry of Rural Development, inter alia, is implementing Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Deendayal Antyodaya Yojana - National Rural Livelihood Mission (DAY-NRLM), Deen Dayal Upadhyay- Gramin Kaushalya Yojana (DDU-GKY), Pradhan Mantri Awaas Yojana –Gramin (PMAY-G), Pradhan Mantri Gram Sadak Yojana (PMGSY) and National Social Assistance Programme (NSAP) to bring about overall improvement in the quality of life of the people in rural areas of the country including Jaunpur District of Uttar Pradesh through employment generation, skilling of youths, provision of social assistance and other basic amenities.

Under PMGSY Rs. 14,876.43 crore value of 18,341 road works has been sanctioned and 17,320 road works have been completed upto June, 2016. As per details obtained from Online Management, Monitoring and Accounting System (OMMAS), 275 road works have been sanctioned and 267 road works have been completed in the Jaunpur district of Uttar Pradesh. The reasons for delay in implementation of PMGSY projects include:

(i) Non-availability of qualified engineers,

(ii) Inadequate execution capacity of the Project Implementation Units (PIUs) in the State,

(iii) Non availability of most of the construction materials such as cement, steel, bitumen, machinery, personnel handle machinery etc. locally,

(iv) Lack of contracting capacity as well as non availability of basic road making equipment such as road roller, crushing plants, dumper/ dipper and trucks,

(v) Non-availability of land or the land falling under forest areas.


‘Rural road’ is a State subject and all matters relating to execution of PMGSY works are entirely the responsibility of the State Government. As per the Programme Guidelines, a period of twelve calendar months is specified for completion of road works in plain areas.

The details of physical target and houses constructed in Uttar Pradesh and Jaunpur district of Uttar Pradesh under Indira Awaas Yojana, now restructured, as PMAY-G is as under:

Under PMAY-G, construction of a dwelling unit normally takes two years from the date of sanction of first installment. However, in certain cases house gets completed in three years also.
Under Mahila Kisan Sashaktikaran Pariyojana (MKSP), a sub-scheme of DAY-NRLM, the Ministry has approved one Action Plan of Uttar Pradesh for the period 2016-19 in the current financial year which aims to target 87,500 beneficiaries with the total project outlay of Rs 63.359 crore.
Under, DDU-GKY, a placement linked skill development programme under DAY-NRLM, the Ministry has approved action plan for skilling of 1,84,520 rural poor youths in the state of Uttar Pradesh including Jaunpur district.
