(a) whether any assessment has been made on the organisational, operational and the
financial status of the Railways based on the performance during the last five years;
(b) if so, whether the Railways propose to bring out a ‘white paper’ on the
functioning of the Railways;
(c) if so, the details thereof;
(d) the time by which the white paper is likely to be brought out;
(e) whether any document on the future vision for Railways has been developed; and
(f) if so, the details thereof?

(a) to (f) : A Statement is laid on the Table of the Sabha.

DR. MURLI MANOHAR JOSHI AND SHRI RAJEEV RANJAN SINGH ALIAS LALAN SINGH TO BE
ANSWERED IN LOK SABHA ON 17.12.2009 REGARDING WHITE PAPER ON FUNCTIONING OF RAILWAYS.
(a) to (d) : Yes, Madam. The Ministry of Railways has decided to bring out a ‘White
Paper’ indicating Railways organizational, operational and financial status based on
its performance in last five years. The White Paper is currently under preparation
and will be laid on the Table of the Sabha.
(e) & (f): Planning for future of Railways is a continuous and ongoing exercise.
However, a “Vision 2020 Document†is being developed and will be laid on the Table
of the Sabha.
