Question : SKILLED DEVELOPMENTS OF LABOURERS



(a) the steps being taken by theGovernment for skill development andencouragement of the labourers includingthose working on contract basis in both organised and unorganised sectors;

(b) whether the details of the personalexperience of the labourers working in the said sectors are available with theGovernment;

(c) if not, whether the Government proposes to take steps in this regard; and

(d) if so, the details thereof and if not, the reasons therefor?

(a) 1. Government has created a separate Department of Skill Development and Entrepreneurship with mandates, inter-alia, making broad policies for all other Ministries / Departments with regard to market requirements and skill development and co-ordination with all concerned for evolving an appropriate skill development framework, removal of disconnect between the demand for and supply of skilled man power through vocational and technical training, skill up-gradation & building of new skills.

2.Ministry of Labour & Employment implements following schemes to provide skilled labour force in various sectors of economy:
(i) Craftsmen training scheme run through 11,964 Industrial Training Institutes.
(ii) On the job training under Apprenticeship Training Scheme through 28,500 industrial establishments
(iii) Skill Development through Modular courses under Skill Development Initiative Scheme through more than 10,000 VTP.

(b) to (d) No records are maintained centrally on details of the personal experience of the labourers.
