Question : Improvement in PDS

(a) whether there have been large scale leakages and diversion of subsidised foodgrains meant for the Public Distribution System and if so, the details of the diversion of subsidised foodgrains, State-wise; and
(b) whether creation of the e-portal helped to track these issues more effectively and increase transparency in the system and if so, the details thereof?

(a) & (b): Public Distribution System (PDS) is operated under the joint responsibility of the Central and the State/UT Governments, wherein the operational responsibilities within the State/UT rest with the respective State/UT Government. As and when complaints are received in this Department from individuals, organizations as well as through media reports regarding any irregularities in the functioning of the PDS, including leakages & diversion of subsidized foodgrains thus not reaching to the intended beneficiaries, etc., they are forwarded to the concerned State/UT Government for inquiry and appropriate action at their end. Further, as part of the scheme on End-to-End Computerization of PDS Operations, all States/UTs have setup transparency portals giving details of PDS operations in public domain, including ration cards details and online facility for the beneficiaries to register their complaints/grievances. A State/UT-wise statement indicating number of such complaints received during the last year 2018 is at Annexure.
