(a) whether the Government proposes to constitute a Regulatory Authority for Department of Posts on the lines of Telephone Regulatory Authority of India;
(b) if not, the reasons therefor; and
(c) the new measures adopted by the Government to bring radical changes in postal services and make them competitive with courier services?

(a) & (b) A legislation which inter alia envisages setting up of a Mail Regulatory and Development Authority is under consideration of the Government.
(c) The Government has brought in several changes and innovations in postal services involving use of Information and Communication Technology, business outlook and marketing techniques with a view to improving competitiveness vis-Ã -vis courier services and satisfying customer needs.
