(a) to (d): The Department of School Education and Literacy has launched an Integrated Centrally Sponsored Scheme for School Education-SamagraShiksha with effect from the year 2018-19. The Scheme subsumes the three erstwhile Centrally Sponsored Schemes of SarvaShikshaAbhiyan (SSA), RashtriyaMadhyamikShikshaAbhiyan (RMSA) and Teacher Education (TE). It is an overarching scheme for the school education sector extending from pre-school to class XII and aims to ensure inclusive and equitable quality education at all levels of school education.
The objectives of the SamagraShiksha are (a) Provision of quality education and enhancing learning outcomes of students; (b) Bridging Social and Gender Gaps in School Education; (c) Ensuring equity and inclusion at all levels of school education; (d) Ensuring minimum standards in schooling provisions; (e) Promoting Vocationalisation of education; (f) Support States in implementation of Right of Children to Free and Compulsory Education (RTE) Act, 2009; and (g) Strengthening and upgradation of SCERTs/State Institutes of Education and DIET as nodal agencies for teacher training.
Under SamagraShiksha, financial assistance is provided to the States and UTs including the State of Gujarat for various interventions such as opening/strengthening of new schools upto senior secondary level, construction of school buildings & additional classrooms, setting up, up-gradation and running of Kasturba Gandhi BalikaVidyalayas andresidential schools/hostels, free uniforms, free text books, transport allowance, enrolment drives, residential as well as non-residential trainings, etc. Financial assistance is also provided for Inclusive Education of children with special needs, vocational education and ICT in schools.
Further, the Department of School Education and Literacy has launched an Integrated Teacher Training Programme called NISHTHA (National Initiative for School Heads’ and Teachers’ Holistic Advancement) under SamagraShiksha in August, 2019.The aim of NISHTHA is to build capacities of Teachers, Head Masters/Principals, Teacher Educators/ State functionaries through activity based modules including educational games and quizzes, Social-emotional learning, motivational interactions, team building, school based assessment, in-built continuous feedback mechanism, online monitoring and support system, training gap and impact analysis (Pre and Post training).In view of the impediments arising due to Covid-19 pandemic, this training program has been made online to meet the requirements of learning and teaching.
