Question : National Rural Health Mission

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the National Rural Health Mission (NRHM) has been successfully implemented across the country, if so, the details thereof indicating the targets achieved thereunder, State/UT-wise and if not, the reasons therefor along with the corrective steps taken/being taken by the Government in this direction;

(b) the funds earmarked, allocated, released and utilised by the Government under the aforesaid programme during each of the last three years and the current year, State/UT-wise;

(c) whether the Government proposes to elevate the spending under the said programme across the country to meet the healthcare requirement of rural populace, if so, the details thereof indicating the proposed increase in spending, State/UTwise and if not, the reasons therefor;

(d) whether the Government proposes to introduce more schemes under the NRHM; and

(e) if so, the details thereof indicating the schemes being implemented/proposed to be implemented to bring down the Infant Mortality Rate (IMR) and Maternal Mortality Rate (MMR) along with the IMR and MMR during each of the last three years and the current year, State/UTwise?

accessible, affordable, accountable and effective primary healthcare facilities, especially to the poor and vulnerable sections of the population.

The targets and achievements of the National Rural Health Mission (NRHM) are at Annexure-I. Certain targets as envisaged in 2005 at the launch of NRHM have not been achieved. This is because public health is a State subject and there have been issues of lack of capacities and human resource shortage in certain States and general underfunding for health sector.
(b): The information on funds allocated, released and utilized under National Health Mission (NHM) during each of the last three years and the current year State/UT-wise is at Annexure- II.
(c): 12th Plan proposes to increase the expenditure on core health by States and the Centre to 1.87% of Gross Domestic Product (GDP) by the end of 12th Plan.
(d) & (e): Under NHM, health interventions/ initiatives are regularly designed and implemented to address the healthcare needs of the country. A list of interventions currently being implemented under NHM to reduce IMR and MMR is at Annexure-III.
Information on IMR for the period 2011 to 2013 and on MMR for the period 2010-12 to 2011-13 is at Annexure-IV.
