(a) Yes.
(b) & (c) While approving upgradation plan of NIMS, Hyderabad, Project Management Committee
(PMC) in its meeting held on 6.6.2007 observed that the estimated cost of upgradation of the
medical college institution exceeds by Rs.53 Crore over and above the approved outlay due to
increase in scope of work. State Government had informed that they would sanction the additional
amount to cover the increased cost.
However, a proposal for revised cost estimates for all the 13 upgradation projects under Phase-I of PMSSY
was placed before the Expenditure Finance Committee (EFC) on 23.9.2009 which inter-alia suggested that any
addditionality beyond the sanctioned budget for upgradation projects would be borne by the respective State
Governments.
