Question : WORKING OF NCTE



(a) whether the Government has formed any committee to look into the working of the National Council for Teacher Education (NCTE);

(b) if so, the details thereof;

(c) whether the Government has received any report from the said committee; and

(d) if so, the main recommendations thereon along with the follow-up action taken in this regard?

MINISTER OF STATE IN THE MINISTRY OF HUMAN RESOURCE DEVELOPMENT SHRI UPENDRA KUSHWAHA

(a) to (b): Yes, Madam. A High Powered Commission on Teacher Education under the Chairmanship of Hon’ble Justice (Retd) Shri J.S. Verma, former Chief Justice of India was constituted to examine the entire gamut of issues which have a bearing on improving the quality of teacher education as well as improving the regulatory functions of NCTE.

(c) to (d): The High Powered Commission has submitted its report recommending structural arrangement for strengthening the organization and also recommending for setting up a Task Force for this purpose. Based on the report, a Task Force Committee had been constituted by National Council of Teacher Education (NCTE), which has since submitted its final report on 17.07.2014 to NCTE. Some of the main recommendations of the Committee are suitable organizational restructuring both at the NCTE Headquarters and at the Regional Committee level; making the Appeals Committee a statutory body, etc.
