(a) whether the Union Government has formulated a programme to deal with the garbage/solid waste problem in urban areas of the country;

(b) if so, whether the Union Government has accorded its approval for cent percent grants for the solid waste management and drainage scheme;

(c) if so, the details in this regard;

(d) the areas/cities identified where garbage accumulation is increasing;

(e) the amount likely to be spent under the said scheme; and

(f) the details of agencies through which the cleaning work is likely to be done?

(a) to (f): A Statement is laid on the Table of the Sabha.

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. 621 FOR ANSWER ON 10.5.05 REGARDING SOLID WASTE MANAGEMENT AND DRAINAGE SCHEME.

(a) to (c) : Government is drawing up a comprehensive strategy for Solid Waste Management in urban areas to be taken up under the proposed National Urban Renewal Mission (NURM) and Urban Towns Infrastructure Development Scheme for Small and Medium (UIDSSMT).

At present, there is a Central Sector scheme under implementation for Solid Waste Management and drainage works in identified 10 air-field towns to protect defence aircraft against bird menace. These townsare Ambala and Sirsa (Haryana ), Adampur (Punjab), Bareilly and Hindon (U.P.), Dundigal (Andhra Pradesh), Gwalior (Madhya Pradesh, Jodhpur (Rajasthan), Pune (Maharashtra) and Tejpur (Assam). The scheme is being implemented with 100% central grant. The scheme provides for setting up of sanitary landfills, compost plants and drainage. Operation and maintenance (O&M) cost of the scheme is to be borne by the concerned urban local body/State Government.

(d) : Though city-wise information on garbage generation is not available, Quantum of garbage generated per day in cities with more than 1 million population is enclosed in the Annexure.

(e) : No separate earmarking of funds for Solid Waste Management and Drainage has been envisaged under the proposed schemes of National Urban Renewal Mission and Urban Infrastructure Development Scheme for Small and Medium Towns, though both are admissible components to be taken up under these schemes. Under the scheme of Solid Waste Management and Drainage in 10 selected air-field towns, Rs.99.34 crore are likely to be spent.

(f) : In the proposed schemes of National Urban Renewal Mission and Urban Infrastructure Development Scheme for Small and Medium Towns, works relating to solid waste management and drainage can be taken up by Urban Local Bodies themselves or by outsourcing the same to outside agencies. The following agencies are executing/proposed to execute works under solid waste management and drainage in 10 selected air-field towns:

i)	Ambala	National Buildings Construction Corporation Limited (NBCC)
ii) Sirsa NBCC
iii) Adampur NBCC for solid waste management Govt. of Punjab for drainage
iv) Bareilly Construction & Design Services, U.P. Jal Nigam
v) Hindon Construction & Design Services, U.P. Jal Nigam
vi) Dundigal NBCC
vii) Gwalior Gwalior Municipal Corporation
viii) Jodhpur NBCC ix) Pune Pune & Pimpri Chinchwad Municipal Corporation x) Tejpur Decision of State Government is awaited.
