Question : MUSLIMS IN GOVERNMENT SERVICE



(a) whether the percentage of Muslims in Government Service was 39 at the time of independence which has now been reduced to 2 or 3;

(b) whether the Government are aware that the 15 percent population of the Country belongs to Muslim community; and

(c) if so, whether the Government propose to formulate any scheme in order to provide 15% reservation to Muslims in Government Services in proportion to their population so that they also feel part of the mainstream?

(a), (b) and (c) : The percentage of Muslim population in India (exclunding Jammu & Kashmir), as per the 1991 Census, is 12.12.

In accordance with the provisions of Article 14 and 16 of the Constitution, equality of opportunity shall be provided to all citizens in matters relating to employment under the State and no discrimination shall be made on grounds only of religion, race, caste, sex, descent, place of birth, residence or any of them. Reservation for Muslims in Government Services would, therefore, violate the Constitutional provisions. Further, since recruitment is not made on the basis of religion, no data relating to employment of Muslims in Central Government services is maintained.
