Question : Issuance of Certificate

(a) whether it is a fact that the ambitious e-district project for issuing certificates like income, caste and marriage certificate is linked with Aadhaar number;

(b) if so, whether the Aadhaar number is required at the login stage to establish the user''s identity;

(c) if so, whether the Government is considering an alternative unique identity for issuing certificates like income and caste;

(d) if so, the details thereof; and

(e) the steps taken by the Government to simplify the procedural requirement for issuing certificates online?

(a): The nodal department for e-District project is Department of Electronics & Information Technology (DietY). As per the information furnished by DietY, the e-District MMP has a provision for linking the Aadhaar base authentication process of for issuance for any type of certificate. The States/UTs implementing the e-District project are encouraged to authenticate the users based on the user’s Aadhaar umbers, it is a voluntary feature.

(b): it varies from State to State and depends upon the State/UT as to how they have implemented the e-District application and Whether they have used Aadhaar for establishing the user authentication.

(c): No, Madam. However e-Pramaan is a National e-Authentication service offerd by DeitY, this is based on the Aadhaar for credential verification.

(d): e-Pramaan provides a simple, convenient and secure way for the users to access government services via internet/mobile as well as for the government to assess the authenticity of the users. e-Pramaan builds up confidence and trust in online transactions and encourages the use of the e-service as a channel for service delivery. Major Components of e-Pramaan includes:-
• Identity Management (including Credential Registration)
• e-Authentication (including Step-up Authentication)
• Single Sign-on
• Aadhaar based credential verification

(e): Extensive Business Process Reengineering is being done at the State and UT level for conversion of the manual process to electronic form and at Government of India level a model BPR has been circulated.
