Question : RESERVATION FOR EWS STUDENTS



(a) whether the Government has conducted any detailed study for implementation of the 25% reservation for Economically Weaker Section (EWS) students in private schools and if so, the details thereof;

(b) the detailed criterion for identification of EWS students who are to be provided admission under 25% reservation quota in private schools;

(c) the criteria to be adopted by State Governments to determine the per-child cost and the frequency updation of the same; and

(d) the procedure to be adopted by the concerned State Governments to provide reimbursement to the private schools?

(a) & (d) : No study has been commissioned by the Central Government on the implementation of 25% reservation in private unaided schools under Section 12(1) (c) of the Right of Children to Free & Compulsory Education (RTE) Act, 2009.

The criteria for economically weaker sections is prescribed by the State concerned in the State RTE Rules. The per child cost is notified by the States on the basis of per child expenditure incurred by the State on elementary education, or the actual amount charged from the child, whichever is less.

The procedure and frequency of reimbursements is decided by each State, after verification of the enrolment and retention of children admitted under 25% quota.
