(a) & (b) The Ministry of Youth Affairs & Sports had received proposals from various State Governments for improving the sports facilities in their States under Centrally Sponsored Schemes of Rajiv Gandhi Khel Abhiyan (RGKA) and Urban Sports Infrastructure Scheme (USIS) which were being implemented by it. RGKA and USIS along with another Scheme, namely, National Sports Talent Search Scheme (NSTSS), have been merged into a Central Sector Scheme known as “Khelo India – National Programme for Development of Sports” to be implemented from 2016-17.
(c) & (d) The Ministry of Youth Affairs & Sports does not propose to lay synthetic track on different sport complexes/stadia in the country. There is no role of the Central Government in identification of the locations for laying synthetic track on different sport complexes/stadia.
No State/ UT-wise allocation of funds is made for this purpose. However, under its erstwhile Urban Sports Infrastructure Scheme (USIS), the Ministry of Youth Affairs & Sports has released funds to the eligible entities for laying Synthetic Track on different sport complexes/stadia in the country based on the proposals received from them. The State-wise details of funds released for laying Synthetic Track during 2013-14, 2014-15 and 2015-16 are given in Annexure-I. No funds have been released during the current financial year.
