(b) if so, the details thereof along with the measures taken by the Government to protect the right to health of the people of the country?

Answer given by the minister

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND
FAMILY WELFARE
(SHRI FAGGAN SINGH KULASTE)
(a) & (b): A policy decision was taken by the Ministry of Health and Family Welfare not to issue No Obligation to Return to India (NORI) Certificate, except in cases where the age of the applicant doctor is over sixty-five (65) years on the date of submission of application. Accordingly, since the year 2012, no NORI Certificate has been issued by the Ministry of Health and Family Welfare.

In order to stop brain drain of doctors working under the Central Government sector, the following steps were taken:

(i) The age of superannuation of faculty of medical institutions has been enhanced to sixty-five (65) years;

(ii) Assured promotion scheme for faculty of Central Government institutions has been revised to make it more beneficial; and

(iii) Various allowances available to faculty like Non-Practicing allowance, Conveyance allowance, Learning Resource allowance, etc., have been enhanced considerably.
