Question : Membership in NSG and MTCR


(a) whether India is making its pitch for membership in the Nuclear Supplier Group (NSG) and Missile Technology Control Regime (MTCR);

(b) if so, the details thereof;

(c) whether India has also presented her case before the NSG during the visits of the Chairman of NSG to India recently;

(d) if so, the support received from member countries in this regard;

(e) whether India also plan to ratify the Comprehensive Test Ban Treaty (CTBT); and

(f) if so, the modalities worked out in this regard?

(a) to (d) India has expressed its interest in membership of the Nuclear Suppliers Group (NSG) and Missile Technology Control Regime (MTCR). India formally applied for membership of MTCR in June 2015. Its application has been received well. Chairman of the NSG was in New Delhi in October 2015 for discussions on NSG and nuclear commerce. India continues to be in touch with the NSG Chairman and individual members of the NSG in this regard. A number of NSG members including U.S., Russia, France, Japan, Australia, Germany, Republic of Korea and Spain have expressed their support for India''s membership in recognition of India''s record on non proliferation and the robustness of its export controls. India will apply for membership of NSG when the ground is adequately prepared for our membership.

(e) & (f) There is no change with regard to India’s position on CTBT.
