Question : MEDICAL DEVICES IN PUBLIC HEALTH FACILITIES



(a) whether a large number of existing medical equipment in public health facilities across the country is dysfunctional, if so, the details thereof and the reasons therefor, State/UT-wise;

(b) whether the Government has directed the States to identify the entire medical inventory in their facilities and budget the maintenance cost under the National Health Mission (NHM) and if so, the details thereof;

(c) whether the Government has directed the States to initiate a comprehensive maintenance programme for all medical equipment to improve the public health care infrastructure from rural primary care centres to district based large hospitals and also proposes to allocate special funds in this regard indicating the manner in which it is likely to be done;

(d) the monitoring mechanism put in place/proposed to be put in place by the Government to check the functioning of these agencies; and

(e) the other corrective steps taken/ proposed to be taken by the Government to ensure optimum utilisation of medical equipments in public health facilities in the country?

THE MINISTER OF HEALTH AND FAMILY WELFARE (SHRI JAGAT PRAKASH NADDA)

(a): There is no published report to support such a finding. However, from primary data collected in 10 districts in five states, the status of dysfunctional medical equipment was observed as below:

 
Bihar upto 43% Uttarakhand upto 36.11% West Bengal upto 57% Karnataka upto 30% Madhya Pradesh upto 68.57%
(b): Public health being a State subject, States/UTs have been requested to carry out mapping of existing inventory of existing medical equipment/machinery and to propose the cost of comprehensive maintenance in state Programme Implementation Plans under the National Health Mission NHM.

(c): States have been asked to plan interventions for comprehensive equipment maintenance for all functional medical equipment/machinery. The Ministry has circulated model contract documents for guidance. The fund for undertaking comprehensive maintenance is provided within the resource envelope of the NHM for the State and no additional special funds are being allocated.

(d): The monitoring mechanism to check functioning of contractual agency is a necessary part of contract signed by the State/UT government and agency. States have further been requested to place all the relevant information on the State NHM website.

(e): Support for comprehensive equipment maintenance for all functional medical equipment/machinery is intended to ensure optimum utilisation of medical equipment. The Ministry has also offered technical support to the States/UTs.
