Question : Funds to Industrial Training Institute

(a) whether the Government proposes to open Industrial Training Institute (I.T.I.) at Block/Panchayat level in the country particularly in Bihar and provide funds to the State Governments for this purpose besides encouraging these Governments for the same;


(b) if so, the details thereof; and

(c) if not, the reasons therefor?

Answer given by the minister

(a) to(c) Setting up of Industrial Training Institutes (ITIs) and its operation are in the domain of respective State Governments, whereas preparation of norms and designing curriculums along with conducting examination and certification are the responsibility of Central Government.

Ministry of Skill Development & Entrepreneurship, Directorate General of Training has formulated following schemes to establish Industrial Training Institutes (ITIs) in various States including Bihar in the country:
(i) Skill Development in 47 Districts Affected by Left Wing Extremism: The scheme was formulated in March, 2011 at a total cost of Rs. 241.65 crore for a duration upto 31st March, 2012. Thereafter, the scheme has been revised thrice. At present, the cost of the scheme is Rs. 407.85 crore. The period of implementation of the scheme is upto 31st March, 2020. The scheme inter-alia envisages establishment of 47 new Industrial Training Institutes (ITIs) @ 1 ITI per district in 47 Districts and 68 Skill Development Centres (SDCs) (in pre-revised districts only) @ 2 SDCs per district in 34 districts of 10 States. (ii) Enhancing Skill Development Infrastructure in NE States: The scheme was formulated in 2011 at a total cost of Rs. 57.39 crore. The scheme has been revised with enhanced coverage and cost of Rs. 417.93 crore in September 2018 and the duration of the scheme is upto 31st March, 2020. The scheme inter-alia envisages establishment of 34 new Industrial Training Institutes in North Eastern States of the country. The details of coverage and fund released are at Annexure I.
