Question : Schemes for J&K

(a) the details of the schemes being implemented or proposed to be
implemented by the Government for the people of Jammu and Kashmir, particularly those living in border areas;

(b) whether the Government is contemplating to enhance the amount
earmarked for the implementation of the said schemes; and

(c) if so, the details thereof?

(a) to (c): Prime Minister’s Development Package for J&K 2015 has been announced making an outlay of Rs.80,068 crore for development of the State. In the package, an amount of Rs.62,393 crore has been earmarked for new initiatives/projects, Rs.7,427 crore for ongoing/existing project of PMRP, 2004, Rs.7,263 crore for projects to be undertaken within existing budget line and Rs.2,985 crore for Roads and Highways projects under PPP.

An area specific scheme namely the Border Area Development Program (BADP) has been implemented in 17 border States through State Governments to meet the special development needs of the people living in remote and inaccessible border areas including the State of J&K. This is 100 % centrally funded programme. The developmental activities under BADP relate to infrastructure development such as link roads, employment generation, education, health, drinking water, electricity, agriculture and allied sectors etc. BADP is implemented in the border areas of J&K State. Funds released under BADP to the State of J&K during last 3 years are as follows :-

In addition to the above, the following schemes are also being implemented exclusively in the State of J&K:
i. Special Industry Initiative (SII) – Udaan (To enhance skill and employability of Graduates and three year Engineering Diploma holders) – 20,580 candidates have joined training with Corporate by June 2016.

ii. Skill Empowerment & Employment Scheme (Himayat) – (To provide options and opportunities to School/ college Drop outs for salaried or self employment) 62,742 candidate have been trained and 44,937 placed till 31st March, 2016 in Food retail chain, BPOs, Retail Mart, Electricity, Pharma Sales Assistant, Physician Assistant etc.
iii. Special Scholarship Scheme (SSS) - (To provide financial assistance to students having passed Class 12th or equivalent exams for studying in colleges and institutions outside J&K.) - Total of 15,382 Scholarships have been granted till March 2016.
iv. Civic Action Plan - To mainstream the youth of J&K, Government of India sanctioned the scheme of Civic Action Plan for J&K in 2013 that is implemented by/through Central Armed Police Forces. Major activities include organizing medical camps, Human Resources Development like imparting of vocational training, conduct of education excursions by the students to places of national importance, providing sports facilities, providing assistance during natural calamities etc.
