(a) the details of major mineral mines and minor mineral mines operational in Jammu & Kashmir; and

(b) the details of NOC’s granted by various Ministries/Departments for mining leases in Jammu & Kashmir?

(a) As per the provisions of the Mines and Minerals (Development and Regulation) (MMDR) Act, 1957 and rules made there under, the State Governments grant the mineral concessions for the minerals located within their respective boundaries. As per the information provided by Indian Bureau of Mines, the details of the operational mines of major minerals in Jammu & Kashmir are at Annexure. For minor minerals, all policy and legislation for grant of mineral concessions, regulation and administration is covered in the jurisdiction of the State Government under the MMDR Act and the Rules framed thereunder. The details of operational mines of minor minerals are not centrally maintained.

(b) It is mandatory for all lessees to follow the stipulated rules and regulations in regard to carrying out mining operations. Mining activities can be undertaken only after obtaining all statutory clearances from respective departments.
