Question : Killing of Police Personnel on Duty

(a) whether incidents of attacks and killing of Police personnel on duty are on the rise in the country;

(b) if so, the details thereof and the total number of such personnel injured/killed, guilty arrested and the action taken against them during each of the last three years and the current year, State-wise;

(c) the steps taken by the Government to have an uniform rehabilitation policy for the family members of such personnel as it varies from the State to State as well as Central Police Organisation; and

(d) the steps taken by the Government to stop such cases in future?

(a) to (d) : State/UT wise number of police personnel killed and injured on duty during 2012-2014 is enclosed at Annexure. Data on guilty, arrested officer and action taken against such officials is not maintained separately by the National Crime Records Bureau (NCRB). “Police” being a State subject as per Seventh Schedule to the Constitution of India, it is for the concerned State/UT Governments to consider rehabilitation policy for the family members of such police personnel killed. The Government of India also extends facilities and Financial Assistance to the Next of Kin of families of Central Armed Police Forces (CAPF) under which Lump sum ex-gratia compensation, family pension/Extra ordinary pension including pensionary benefit and consideration for Compassionate appointment for dependant family members under the relevant rules issued from time to time by the Government. The CAPF family members are extended Scholarships under the Prime Minister’s Scholarships scheme to their wards and also subsidiary units canteen facilities etc.
