Question : Loss due to Natural Calamities

(a) whether certain parts of the country have been affected by natural calamities particularly heavy rains and floods recently;

(b) if so, the details of loss of lives, livestock and damage to property and
crops reported during the last one year and the current year, State/UT- wise;

(c) whether any central team has visited the calamity affected States and if so, the details of assessment made by the said team, State/UT-wise;

(d) the amount of relief sought by the affected States and the amount of relief provided by the Government along with the compensation paid to the farmers, State/UT-wise; and

(e) the efforts made by the National Disaster Response Force (NDRF) team for rescue and relief operations along with the number of people rescued and the status of relief and rehabilitation works in the affected areas, State/UT-wise?

calamities including heavy rains and floods in the recent past. The details of the losses due to natural calamities during the last one year and current year, as reported by the State Governments/ Union Territories, are at Annexure-I.

The primary responsibility for disaster management rests with the State Government. The concerned State Governments undertake relief activities according to the magnitude of the ground situation, in the wake of natural disasters from the State Disaster Response Fund (SDRF) already placed at their disposal in accordance with Government of India approved items and norms. When the available resources under the SDRF are inadequate, additional assistance is extended from the National Disaster Response Fund (NDRF) by following the laid down procedure, which includes an assessment based on the visit of an Inter-Ministerial Central Team.
The financial assistance is towards relief and not for compensation of loss as suffered/ claimed. Additional expenditure, if any, incurred over and above or on other than approved items/ norms, is required to be met by the States from their own resources. This Ministry does not centrally maintain the relief/ compensation provided to the farmers, since execution of relief/ compensation activities on the ground is responsibility of State concerned.

The State-wise details of the memoranda submitted to this Ministry seeking financial assistance from NDRF during the current year are given at Annexure-II.

Based on the monsoon forecast and flood vulnerability profile of different regions of the country, 34 specialist teams of National Disaster Response Force (NDRF) alongwith necessary equipment were prepositioned in different flood prone areas of the country before commencement of monsoon and 23 additional Teams were deployed on the request of the State Governments on need basis. In addition, NDRF teams also assist the State administration in distribution of essential relief material and provide medical support to affected people at the time of emergency.

The State-wise details of deployment of NDRF Team for rescue and relief operations alongwith number of people rescued/ evacuated during 2016, are at Annexure-III.
