Question : Naval Accidents

(a) whether the Government has promulgated the Standing Operating Procedures (SOPs) to check the spurt of accidents that took place in Indian Navy’s fleet since 2007 to 2014;

(b) if so, the details thereof;

(c) whether SOPs have been effective in curbing the continuity in occurrence of accidents and if so, the details thereof; and

(d) if not, the remedial action taken by the Government in this regard?

(a) to (d): Standard Operating Procedures (SOPs) and directives have been promulgated at different levels by Indian Navy to check naval accidents. In accordance with these directives, every operational unit is required to undergo a Safety Audit on regular basis. Further, in October 2012, Indian Navy had set up the Indian Navy Safety Organization (INSO). At the apex level, the organization comprises Safety Class Authorities (SCAs) who are responsible for analyzing incidents and accidents, reviewing safety regulations and procedures, issuing policy directives and conducting safety assessment during the Operational Readiness Assessment. In addition, Incidents Study and Analysis Cells have been instituted at professional schools wherein lessons learnt are incorporated into professional training.
SOPs and directives issued by Indian Navy have been effective in enhancing the safety standards.
