Question : Indira Gandhi Rashtriya Udan Akademi

(a) whether the Government has only commercial training institute namely Indira Gandhi Rashtriya Udan Akademi (IGRUA);

(b) if so, the present status of trainee and trainers and the per student income and expenditure towards their training during last three years; and

(c) whether the Government proposes to privatise IGRUA by 2022 if so, the details of process plan thereof and if not, the reasons therefor?

(a) Indira Gandhi Rashtriya Uran Akademi (IGRUA) is a flying training institute established in 1986 with a view to meet the industry requirement for commercial pilots. The Akademi is an autonomous body managed by the Indira Gandhi Rashtriya Uran Society registered under the Societies Registration (Act XXI of 1860). It functions under the administrative control of Ministry of Civil Aviation (MoCA), Government of India through its Governing Council.

(b) The present status of the trainee and the trainers and per student income and expenditure towards their training during the last three years is as under:
(1) Number of Trainees as on 1st March 2020 - 257;
(2) Number of Trainers as on 1st March 2020 - 11;
(3) Per Student Income (Training Fee) during last three years:

(c) A consultant cum transaction advisor was appointed to evaluate the option of engaging a private party for operation, management and development of IGRUA on a Public Private Partnership (PPP) basis for a stipulated period. The draft report from the consultant cum transaction advisor has been received. The consultant cum transaction advisor recommended to go for the PPP model. A stakeholders'' meeting with leading flying training organizations was held on 22.11.2019.
