Question : Targets under JJM

(a) whether any target has been fixed to provide clean drinking water in rural areas under Jal Jeevan Mission (JJM);
(b) if so, the details of the targets fixed in regard to Madhya Pradesh under JJM during the years 2020-21 and 2021-2022;
(c) the details of the targets fixed in regard to Seoni and Balaghat districts under Balaghat Parliamentary Constituency of Madhya Pradesh under JJM during the said period;
(d) the number of projects sanctioned under JJM in Balaghat and Seoni districts and the number of villages covered thereunder;
(e) the number of projects out of the above completed along with the number of those which are yet to be completed;
(f) the date by which the incomplete projects are likely to be completed;
(g) the reasons for non-completion of the projects by the target date; and
(h) whether any action has been taken/proposed to be taken against the work executing agencies causing delay in this regard and if so, the details thereof?

(a) and (b) Government of India, in partnership with States/ UTs, is implementing Jal Jeevan Mission (JJM), to make provision of potable tap water supply to every rural household of the country by 2024.

In August, 2019, at the time of announcement of Jal Jeevan Mission, out of 122.27 lakh rural households in Madhya Pradesh, 13.53 lakh rural households were reported to have tap water supply. Since then, more than 34.83 lakh rural households have been provided tap water supply. As on 29.03.2022, more than 48.36 lakh rural households have tap water supply in Madhya Pradesh. The details of the targets and achievements in terms of tap water connections to rural households in Madhya Pradesh, under JJM during the years 2020-2021 and 2021-2022 is as under:

(c) Drinking water is a state subject. Power to plan, design, approve, implement, operate and maintain water supply schemes is vested with States. As reported by State government of Madhya Pradesh, the year-wise plan for making provision of tap water supply in Seoni and Balaghat districts were as below.

(d) to (h) As informed by State government of Madhya Pradesh, the number of projects sanctioned, completed, yet to be completed along with their tentative completion date and the reasons for non-completion is annexed.

The operational guidelines for the implementation of JJM provides for incorporation of suitable penalty clauses in the contract documents, so as to disincentivize the agencies to avoid delay in implementation. As reported by the State government of Madhya Pradesh, notices are issued under the clauses of the agreement/ contract and accordingly penalty (ies) imposed against the executing agency causing delay.
