Question : DEMOLITION OF CHB HOUSES



(a) whether the Chandigarh Administration has delayed the notification of rules for need-based changes in Chandigarh Housing Board (CHB) dwelling units;

(b) if so, the details thereof;

(c) whether it is a fact that despite this delay, the Administration has given notices for demolition of houses which have made need- based changes; and

(d) if so, the reasons therefor?

(a) & (b): The proposal for allowing need based changes in Chandigarh Housing Board dwelling units is under active consideration of Chandigarh Administration. Before according final approval, CHB has been asked to show the need base changes in the dwelling units on a 3-D perspective. In the year 2010, CHB was permitted to allow certain need base changes in the dwelling units but they have sent fresh proposal for allowing more changes including already allowed, so as to consolidate all required changes at one place.

(c) to (d): The Chandigarh Administration has intimated that no notice for demolition has been issued by the Chandigarh housing Board since 24.9.2013. It is further clarified that the allottees carried out changes in the dwelling units thereby breaching the terms and conditions of allotment. Chandigarh Housing Board has accordingly been issuing show cause notices as to why the allotment of such dwell ing units are not cancelled or resumed in the case of fresh construction, major dangerous/hazardous violations, encroachment on Government land and misuse of dwelling units, following the provisions of their own regulations.
