Question : National Laboratories

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether any proposal is under consideration of the Government to resume the functioning of two Government run national laboratories in Tamil Nadu i.e. BCG Vaccine Lab, Chennai and Pasteur Institute, Coonoor and also to renovate the two units;

(b) if so, the details and the estimated cost of renovation thereof; and

(c) the time by which the above two units are likely to start their functioning in a full-fledged manner?

(a): Yes

(b) & (c): M/s. HLL Life Care Ltd. ( PSU of Ministry of Health & Family Welfare) has been appointed as Project management Consultant for the upgradation and making BCG, Vaccine Laboratory, Chennai and Pasteur Institute of India, Coonoor as cGMP compliant at an estimated cost of Rs.64.72 crore and Rs.146.61 Crore respectively. The BCG, Vaccine Laboratory, Chennai has resumed functioning and initiated trial manufacturing of BCG vaccine with effect from 12.08.2016. The upgradation work of Pasteur Institute of India, Coonoor is in full swing. The timelines of the Project are as under:
i Validation Activities
(Installed Machinery Qualification & Operational Qualification) March-2017
ii Facility Validation, Inspection by National Regulatory Authority October 2017
iii Process Validation (Media fill) December, 2017
iv Initiation of consecutive batches of vaccines January, 2018
