Question : Urban Development Schemes


(a) the number of urban development schemes being implemented in the country including State of Uttar Pradesh especially in Jhansi and Lalitpur, Tripura, Jharkhand, Jammu and Kashmir and the current status of these schemes;

(b) the funds allocated and utilized for urban development schemes during each of the last three years and the current year, State/Scheme-wise;

(c) the challenges faced by the Government while implementing the said urban development schemes;

(d) the steps taken by the Government to achieve the targets set under various urban development schemes;

(e) the details of funds allocated and utilised for urban development schemes during each of the last three years and the current year, scheme-wise;

(f) whether the Government is aware that major portion of the funds allocated to the States for urban development remains unutilised and if so, the details thereof; and

(g) whether the Government has fixed any time-line to complete these schemes and if so, the details thereof?

(a)&(b) Urban Development is a State subject. The Ministry of Housing and Urban Affairs assists the States/ Union Territories (UTs) including Uttar Pradesh, Tripura, Jharkhand and Jammu and Kashmir in development of urban infrastructure through its Missions - Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0), Smart Cities Mission, Swachh Bharat Mission – Urban 2.0 (SBM-U 2.0) and Pradhan Mantri Awas Yojana – Urban (PMAY-U). The Central Assistance (CA) allocated and utilised by these schemes during the last 3 years and the current year State-wise are given in Annexure-I. Status in Jhansi and Lalitpur, Tripura, Jharkhand and Jammu and Kashmir is given in Annexure-II.

(c) to(g) Details of funds allocated and utilized are given in Annexures I. The schemes will be implemented within the time frame set under the respective Missions - AMRUT by March 2023, SCM by June 2023 and PMAY-U by 2022. Swachh Bharat Mission – Urban 2.0 has been launched on 1st October, 2021 and committed liabilities for ongoing projects taken up under Swachh Bharat Mission – Urban (launched in the year 2014) continue till 31.03.2023.

The progress of the Missions / schemes is continuously monitored at the Central and State levels through meetings, video conferencing, field visits, institutional mechanisms comprising of Management Information System (MIS) and third party evaluation. Under PMAY-U, alternative and innovative technologies have been promoted under the scheme for rapid delivery of houses. Also an award mechanism with 150 days challenge has been introduced to boost the competition among states/UTs/Urban Local Bodies (ULBs) for completion of houses.
