(a) whether the Government propose to enact the `Constitutional Amendment Bill` to ensure reservation in promotion to the employees and officers belonging to SC/ST category as per the seniority list in Government and semi-Government services;
(b) if so, the details thereof; and
(c) if not, the reasons therefor and the steps taken so far by the Government in this regard?

(a) to (c): A Bill to amend the Constitution to provide impediment free reservation in promotion to Scheduled Castes and Scheduled Tribes was passed by the Rajya Sabha on 17/12/2012. However, the said Bill could not be considered and passed in the Lok Sabha and the bill lapsed on the dissolution of the 15th Lok Sabha. The matter is under examination.
