Question : National Rural Drinking Water Programme

(a) the details of fully covered, partially covered and quality affected habitations in regard to drinking water along with the details of the States facing drought-like situation, State/UT-wise;
(b) the funds allocated, released and utilised along with the achievements made under various drinking water schemes during each of the last three years and the current year, State/UT-wise indicating the criteria adopted to allocate/release the funds thereunder;
(c) whether the Government has reviewed the achievements made in this regard, if so, the details and the outcome thereof and if not, the reasons therefor along with the measures taken to provide safe drinking water to all the habitations of the country;
(d) whether some States have requested for release of additional funds under the National Rural Drinking Water Programme (NRDWP), if so, the State/UT-wise details thereof and the reaction of the Government thereto; and
(e) whether deficiencies in the effective implementation of NRDWP have come to the notice of the Government and if so, the details thereof and the corrective measures taken by the Government in this regard?

(a) Details of fully covered, partially covered and quality affected habitations as on 01-04-2015 in the country in respect to drinking water, State / UT - wise under National Rural Drinking Water Programme (NRDWP) is given at Annexure-I. During the current financial year, so far no State / UT have reported drought like situation to this Ministry.

(b) Details of State / UT - wise funds allocated, released and utilized under NRDWP for the last three years and the current year is given at Annexure-II. Details of achievements made under various schemes under NRDWP during last three years and current years given at Annexure-III.

Under NRDWP at the beginning of every financial year State / UT - wise allocation is made on the basis of following criteria:

(c) The Ministry after review has prepared a Strategic Plan for rural drinking water supply for the period 2011-2022. The interim goal till 2017 is to cover 50% of all rural households with piped water supply and 35% of rural households with household tap connections. By 2022, the goal is to cover 90% rural households with piped water supply and with 80% of rural households with household tap connections.
(d) Many States have asked for funds from the Ministry to take up big / specific rural water supply schemes in their States. The Ministry has replied that these demands cannot be met from the normal allocation under NRDWP and have thus advised States to take up these as stand alone schemes to be funded either by loans from domestic lending agencies like NABARD or external lending agencies like World Bank, Japan International Cooperation Agency (JICA) etc. The request for additional funds from State Governments is considered in this Ministry only at the end of the financial year subject to availability of funds.
