Question : Inspiring Results

(a) whether the steps taken to make the Higher Education Institutes like IITs, ISC, IIM
etc. world class have not given very inspiring results;
(b) if so, the details thereof;
(c) whether merely 24 Indian Institutions have been able to make a place among
selected 1000 educational institutions worldwide;
(d) if so, the details thereof and the reasons therefor; and
(e) the details of the efforts made/being made to improve the level of education in the
other educational institutions of the country?

(a) & (b): In order to set up / upgrade 10 public and 10 private Institutions as world
class teaching and research institutions, the Government approved an enabling
Regulatory Architecture in the form of University Grants Commission (UGC)
(Declaration of Govt. Educational Institutions as Institutions of Eminence) Guidelines,
2017 for public institutions and UGC (Institutions of Eminence Deemed to be
Universities) Regulations, 2017 for private Institutions. The selected Institution under
this Scheme has been named as Institutions of Eminence (IoEs). The objective of the
scheme is to bring selected IoE in top 500 of the world rankings in the next 10 years and
in top 100 eventually overtime. In the month of October, 2018, 3 public Institutions
namely Indian Institute of Technology, Bombay; Indian Institute of Technology, Delhi;
and Indian Institute of Science, Bangalore have been declared as IoEs under this
Scheme. Therefore, it would not be appropriate to judge the inspiring result of these
IoEs in such a short time period.
(c) & (d): No, Sir. As per Quacquarelli Symonds (QS) World University Ranking-2019,
(25) Institutions/Universities have found place in top 1000 world University rankings.
Besides, as per Times Higher Education (THE) World University Rankings-2019, (33)
Institutions / Universities have found place among the top 1000 world University
ranking. The details of these Institutions are at Annexure-I.
(e): Apart from the scheme of establishment of ‘IoE’, the Government has taken several
other steps to improve the quality of higher education in the country. These steps, interalia,
include promotion of autonomy to Higher Educational Institutions as well as
encouraging Institutions to improve the quality of research through various schemes
viz. Impacting Research Innovation and Technology (IMPRINT), Impactful Policy
Research in Social Sciences (IMPRESS), Global Initiative for Academics Network (GIAN),
Study Webs of Active Learning for Young Aspiring Minds (SWAYAM), Staff Training and
Research Institute of Distance Education (STRIDE), etc. The focus is on Learning
Outcome based Curriculum (LOCF) to make learning oriented expectations and outcome
at the end of Under Graduate / Post Graduate level.
