(a) whether the Bureau of Industrial Costs and Prices has submitted its report on fixation
of milling charges;
(b) if so, the action taken by the Government thereon;
(c) whether the Government have formulated a permanent formula for fixation of milling charges keeping in of view the price index; and
(d) if so, the details thereof?

(a) Yes, Sir.
(b) Certain clarifications have been sought from the BICP regarding its methodology in
arriving at its recommended rate.
(c ) & (d) : Pending decision on the BICP report, Government has been allowing milling
charges provisionally. While doing so, price index is also taken into consideration. Rates
of milling charges allowed since 1997-98 are as under :
