Question : VIP Protocol at Airport

(a) whether the Government has issued some guidelines to Airport Authority with regard to frisking etc. of MPs/VIPs and the Standard Protocol at the domestic airports and if so, the details thereof;

(b) whether the Government is aware that MPs and other VIPs are not given proper respect/attention at the airports during the frisking and if so, the details thereof;

(c) if so, the details thereof; and

(d) the number of complaints received from MPs/VIPs regarding misbehaviour by the security personnel in the name of frisking and the action taken thereon?

(a) to (c): Bureau of Civil Aviation Security (BCAS), an attached office of this Ministry and regulatory authority of civil aviation security in the country has issued Aviation Security (AVSEC) Circular No. 18/2009 for extending courtesy to Hon''ble Members of Parliament at airports during their visits to airports. In consonance with BCAS''s directions, Central Industrial Security Force (CISF) has also issued comprehensive directions for strict implementation of the instructions of BCAS. Based on these instructions, due courtesy is extended to MPs during their frisking.

(d): CISF had received 5 complaints in the year 2018 and 1 complaint in the year 2019 from Hon''ble Members of Parliament and each complaint was enquired into by an officer of appropriate level. Based on outcomes of the enquiry, disciplinary and corrective actions were taken.
