Question : HANDLOOM WEAVERS COMPREHENSIVE WELFARE SCHEME



(a) whether the Government is implementing the Handloom Weavers Comprehensive Welfare Scheme for the benefit of weavers in the country;

(b) if so, the details and salient features thereof; and

(c) the financial assistance provided under the scheme and the number of handloom weavers covered under this scheme along with the funds allocated, released and utilized for the purpose during each of the last three years, and the current year State/UT-wise?

(a): Yes, Madam.

(b): Government of India has been implementing Handloom Weavers Comprehensive Welfare scheme with the following components:-

(i) Health Insurance Scheme(HIS)

The Health Insurance Scheme (HIS) aims to enable the weaver community to access healthcare facilities. HIS was implemented upto 30.9.2014 by Office of the Development Commissioner for Handlooms and now the scheme is implemented on Rashtriya Swasthya Bima Yojana (RSBY) platform by Ministry of Labour & Employment (MoLE) with enhanced benefits of Rs.37500/- (Rs.7500/- and Rs.30000/- for OP & IP treatment respectively) for a family of five members.

(ii) Mahatma Gandhi Bunkar Bima Yojana (MGBBY)

The Mahatma Gandhi Bunkar Bima Yojana aims to provide insurance cover to the handloom weavers in the case of natural death (Rs.60,000/-, accidental death (Rs.1,50,000/-), total disability (Rs.1,50,000/-) and partial disability (Rs.75,000/-).

In addition, scholarship of Rs.300/- per quarter per child is available to students studying in IX to XII standard or for a maximum period of four years, whichever event occurs earlier. The Benefit is restricted to two children of the member covered.

(c): Under the scheme, funds are released directly to the implementing agency and not to any state. However, details of funds allocated, financial assistance provided, funds utilized during last three years are as under:-
