OCEAN DEVELOPMENT PROJECT

Will the Minister of EARTH SCIENCES be pleased to state:

(a) the project-wise details of different ocean development projects being implemented in the country till date;
(b) the details of funds allocated by the Government for ocean development projects during each of the last three years of Twelfth Five Year Plan;
(c) whether the Government proposes to increase budget allocation during next two years and laying more emphasis on ocean development projects; and
(d) if so, the details thereof?

(a) The major ocean development projects implemented in the country include, Marine Living Resources Studies by Centre For Marine Living Resources and Ecology (CMLRE), Coastal Research by National Centre for Coastal Research (NCCR), Ocean Observation & Network by Indian National Centre for Ocean Information Services (INCOIS) and National Institute of Ocean Technology (NIOT), Ocean Advisory & Information Services by INCOIS, Computational Infrastructure & Communication Systems by INCOIS, Ocean-Modeling Data Assimilation and Process Specific Observations by INCOIS, Coastal Monitoring by INCOIS, Acquisition of Two Coastal Research Vessels by NIOT, Ocean Science & Technology for Islands by NIOT, Energy and Fresh Water from Oceans and Development of Technologies by NIOT, Development of Manned, Unmanned Underwater Vehicles, Marine Sensors, Ocean Electronics and Acoustics by NIOT, Establishment of Ballast Water Facilities by NIOT, Extension of Continental Shelf by National Centre of Polar and Ocean Research (NCPOR), Geoscientific Studies of Exclusive Economic Zone by NCPOR, Operation and Maintenance of Research Vessels by NIOT and NCPOR, Establishment of Sea Front facility by NIOT, Survey and Exploration for Polymetallic Nodules(PMN) by National Institute of Oceanography (NIO), Environment Impact Assessment Study for PMN by NIO, Technology Development in Extractive Metallurgy for PMN by Institute of Minerals and Materials Technology(IMMT), Technology Development in Mining by NIOT, Studies in Gas Hydrates by NIOT, NIO and National Geophysical Research Institute (NGRI), Exploration of Polymetallic Hydrothermal Sulphides & Polymetallic Cobalt Rich Crust by NCPOR.

(b) Funds allocated for ocean development projects by Ministry of Earth Sciences during last three years of Twelfth Five Year Plan viz. 2014-15, 2015-16 and 2016-17 were Rs. 579.26 crore, Rs. 412.46 crore and Rs. 396.78 crore respectively.

(d) Ministry of Earth Sciences has formulated a new proposal on Deep Ocean Mission for a period of 5 years with an estimated cost of Rs.6687.50 crore involving projects on Development of Technologies for Deep Sea Mining, Underwater Vehicles and Underwater Robotics, Development of Ocean Climate Change Advisory Services, Technological Innovations for Exploration and Conservations of Deep Sea Biodiversity, Deep Ocean Survey and Exploration, Energy and Freshwater from the Ocean and Advanced Marine Station for Ocean Biology.
