Question : Tokyo Paralympics

(a) the details and the number of medals won in the Tokyo Paralympics by our Indian atheletes;
(b) whether these atheletes are facing much barriers including stigma and discrimination;
(c) if so, whether the Government extended any support to these atheletes and if so the details thereof;
(d) whether any mechanism is available to oversee the strict implementation of any comprehensive guidelines issued by the Indian Para sports body and if so, the details thereof;
(e) whether any allegations of corruption was received against the Paralympic Committee of India recently; and
(f) if so the details thereof and the reaction of the Government in this regard?

(a) In the recently concluded Tokyo Paralympic Games 2020, Indian para athletes won a total of 19 medals (5 Gold, 8 Silver and 6 Bronze). The details of medals won by Indian para athletes, sports discipline-wise are given below:

(b) & (c) No Sir. Indian para athletes are being supported under various Schemes of the Ministry and Sports Authority of India (SAI). Under the Scheme of Assistance to National Sports Federations (NSFs), identified promising sportspersons/teams including para athletes are provided all requisite facilities for their preparations including wholesome nutritious diet, food supplements, equipment, state-of-the-art infrastructure, lodging, travelling facilities, services of reputed Indian and Foreign Coaches/supporting staff, scientific & medical support, sports kit, etc. besides financial assistance for their training abroad and participation in International competitions in India and abroad. The norms for assistance are the same for both able bodied & para athletes.
An amount of about Rs. 26 crore has been spent towards the training of para athletes in the Tokyo Paralympics cycle (2016-2021), which includes the National Coaching Camps, foreign exposures, sports science services, & out of pocket allowance.
(d) The Ministry and SAI review the implementation of the norms of assistance to NSFs including the Paralympic Committee of India (PCI), during the meetings of the Annual Calendar for Training & Competitions and other meetings taken from time to time. Further, audited statements of accounts and utilization certificates are submitted by the PCI for the funds sanctioned by SAI for various purposes relating to preparation and participation of Indian para athletes in international competitions.
(e) & (f) Yes, Sir. A complaint was received against the PCI regarding the selection of the Deputy Chef de Mission (DCM) for the Tokyo Paralympic Games, 2020. The matter was taken up with the PCI and they have informed that the allegations are baseless, and without any documentary proof.
