Question : Security at Borders

(a) whether the Government has constituted any committee for increasing security of border and monitoring the fencing work at the Indo-Pak border;

(b) if so, the details and the date on which the said committee was constituted along with the terms of reference of the committee;

(c) whether the said committee has submitted its report, if so, the details and follow up action taken thereon; and

(d) if not, the time by which the said committee is likely to submit its report?

(a) & (b) : In order to strengthen border protection and address the issue of gaps and vulnerability in border fencing, Ministry of Home Affairs vide its communication dated 29.3.2016 has constituted a Committee under the Chairmanship of Shri Madhukar Gupta, Retd. Home Secretary.

The mandate of the Committee is to study all types of gaps in fencing & all other vulnerabilities even where there are no physical gaps in the International Border on Indo-Pakistan Border, to suggest comprehensive approach to fix these gaps in fencing & other vulnerabilities on interim & permanent basis. It will also study relevant aspects of Border Management like elements of human resources, methods adopted by infiltrators etc. The comprehensive approach will include both civil engineering and technological solutions.
(c) & (d): The Committee has been asked to submit its report within three months.
