Question : Infiltration and Terrorist Activities

(a) the number of incidents of infiltration and terrorist attack reported and the number of infiltrators and terrorists arrested and killed along with the number of security personnel and civilians injured/killed during the said attacks during each of the last three years and the current year, State-wise;

(b) whether there is spurt in terrorist activities in the State of J&K including the fidayeen attacks on security forces and the recent attack on a bus carrying CRPF personnel;

(c) if so, the details thereof along with the reasons therefor;

(d) whether the Government has deputed a team of officers to study the rising cross border infiltration in the country and if so, the details thereof along with the follow-up action taken thereon; and

(e) the measures taken by the Government to check instances of infiltration and terrorist attack, strengthen the coordination amongst security agencies and to review the security norms for convoy movements particularly in the State of J&K?

(a): The terrorist attacks in the country are categorized in two major theatres viz. terrorism in the hinterland of the country and terrorism in the
State of Jammu & Kashmir. The details of the terrorist attacks in the hinterland of the country and details of infiltration attempts and terrorist attacks in the Jammu & Kashmir are at Annexure-I and Annexure- II respectively.

(b) & (c): Yes, Madam. There has been a spurt in infiltration attempts from across the border, which have been responded by the State Government and Security forces. As a result, infiltrating terrorists are increasingly being neutralized, which has frustrated the evil designs of terrorist organizations and led them to target the Security Forces deployed in the Jammu & Kashmir. On 25.06.2016, after completion of the Annual Range Classification Firing at Lethpora (approximately 23 Kms from Srinagar on the Srinagar-Jammu National Highway), a convoy of 161 Bn of CRPF consisting of 4 vehicles carrying 74 Personnel was returning towards their unit HQrs Srinagar at around 1600 hrs. When the convoy was passing through Pampore town, 2 militants armed with AK-47 Rifles appeared all of a sudden and opened indiscriminate fire. In the encounter both the militants were neutralised. However, 8 CRPF personnel sacrificed their lives and 27 CRPF personnel were injured.

(d) & (e): Yes, Madam. The Government had deputed a team of officers to visit Jammu & Kashmir and, after examining the security aspects in general, to suggest further steps that may be necessary to tackle the

issue of infiltration as well as suggest measures to minimise attacks on
Security Forces and resultant casualties. Committee has submitted its report. Since, the contents of the report and the suggested security measures contain classified information, therefore, further details in the matter cannot be disclosed in the interest of the national security
