(a) whether the FCI has refused to allow State Governments to lift foodgrains and has demanded pre-payment for foodgrains before pick up by States as a condition;
(b) if so, the details thereof and the fate of implementation of foodgrain based schemes including mid-day meal scheme consequent upon its implementation; and
(c) the steps taken to assist the State Governments to continue the ongoing schemes effectively?

(a): FCI issues stocks to States/UTs under various schemes of Govt. of India viz. Targeted Public Distribution System (TPDS) Schemes under NFSA, National Food Security Act (NFSA), Mid-Day Meal, SABLA, Annapurna, Wheat Based Nutrition Programme (WBNP), SC/ST/OBC Hostels and Welfare Institutions Schemes as per allocation made by Govt. of India (GOI). All these schemes are on pre-payment system basis, except Mid-Day Meal which is on credit payment system basis, as per policy of GoI.
(b)&(c): FCI issues foodgrains (wheat and rice) under various schemes, as per State/UT-wise allocation conveyed by GoI. Scheme wise allocation of welfare schemes (other than TPDS/NFSA are placed at Annexure).

As per GoI notification dated 17.08.2015, Under NFSA, the Central Govt. shall assist the State Govt. to meet the expenditure incurred by it on intra-State movement, handling of foodgrains and margins paid to FPS dealers for distribution of foodgrains allocated for the entitled persons and households.
Norms and pattern of Central Assistance:- The norms of Central Assistance (in Rs. per quintal) to the State Government and Union Territory and share of the Central Government (in percentage) shall be limited as under:
