Question : Construction of Godowns

(a) the total debt owed to the Food Corporation of India (FCI) and the amount of funds allocated by the Government during the last three years, year-wise;

(b) whether godowns have been constructed by the Government and if so, the number of such godownsconstructed so far including the number of godowns required further; and

(c) the storage capacity of the private godowns in the country along with the grants provided by the Government for the construction of the godowns, Statewise?

* It includes additional subsidy of Rs. 84,317.30 due to PMGKAY and arrear of subsidy amounting to Rs. 2,43,779 crore.
FCI has been constructing many foodgrain storage depots (FSDs) under Central Sector Scheme. Food Storage godowns are being constructed at those locations where there is storage gap of food grains to maintain the adequate stock level for meeting the demand of local population, thus to provide food security to all people in India. These godowns are used to keep buffer stocks, procurement and distribution of food gains to deficit areas.

Following godowns/silos have been constructed in last 3 years and current year:

1. 8 Godowns having capacity of 0.4870 LMT under Central Sector Scheme.
2. 9 silos having capacity of 4.875 LMT under PPP mode.
3. 41 Godowns having capacity of 3.56 LMT under Private Entrepreneur Guarantee Scheme.

In addition, FCI continuously assesses and monitors the storage capacity and based on the storage gap assessment, storage capacities are created/hired through the following schemes:-
1. Private Entrepreneurs Guarantee (PEG) Scheme
2. Central Sector Scheme (CSS)
3. Construction of Silo''s under PPP mode
4. Hiring of godown from CWCs/SWCs/State Agencies
5. Hiring of godown through Private Warehousing Scheme (PWS)
(c): As on 01.02.2022, storage capacity of the private godowns/silos being used by FCI in the country are given below:
1. 104.91 LMT capacity developed by Private Parties under Private Entrepreneurs Guarantee (PEG) Scheme
2. 11.50 LMT capacity of Private Parties is hired under Private Warehousing Scheme (PWS)
3. 9.38 LMT capacity Silos created under PPP scheme are hired.

No grants are provided by the Government for construction of Private godowns.
